Hoyer: in my view voted against that bill. so what we have now done is undermine the home rule rights of the district of columbia as well as preventing them from voting on this floor. i think that's very unfortunate. as the gentleman is well aware, there are obviously significant differences on the amendment that was offered in the senate.
